Vietnam’s effort in welcoming 25 million foreign tourist arrivals in 2025

On 13th June 2024, Deputy Prime Minister Tran Hong Ha has signed Decision 509/QD-TTg, approving the Master Plan of Tourism system for 2021-2030, with a vision toward 2045.

By 2025, the Plan aims to establish Vietnam as a globally recognized and desirable tourist destination with a strong capacity for development within the tourism sector.

Specifically, Vietnam aims to receive 25-28 million international visitors and 130 million domestic tourists in 2025. The demand for accommodation is estimated to be around 1.3 million rooms. As a result, the tourism industry is projected to contribute 8-9% to the nation’s GDP and create about 6.3 million jobs by 2025.

To realize these plans, the total investment needed for tourism is estimated at around VND 3.6 quadrillion (USD 160 billion), stating budget capital accounts for 3-5%, with the rest mobilized from the private sector. The total investment is divided into two phases: 2021-2025 with about VND 1.6 quadrillion, and 2025-2030 with about VND 2 quadrillion.

Hoi An is a sustainable tourist destination favored by international travelers.

This plan focuses on maximizing the exploitation of diverse tourism product, from coastal and island tourism, cultural and ecological tourism to urban tourism and new types such as medical tourism, agricultural tourism, and adventure sports tourism. The goal is to develop unique, outstanding, and attractive tourism products for each region, while strongly promoting Vietnam’s tourism image in the international market.

Deputy Director of Vietnam National Administration of Tourism Ha Van Sieu reported on the implementation of tasks in 2024 and the deployment of directions and tasks in 2025.

At a conference on tourism promotion on 26th December 2024, Mr. Ha Van Sieu, Deputy Director General of the Vietnam National Administration of Tourism, shared that Vietnam will prioritize markets that meet the following criteria: visa exemption, strong flight routs connectivity and high potential for tourism growth. These key markets include: China, South Korea, Japan, Southeast Asia, North America, India, The Middle East.

To engage these markets, Vietnam will host promotional programs in 2025 to promote Vietnam as a travel destination and connect with businesses in key markets such as a “Vietnamese Tourism Culture Week” in Europe (highlighting Hue National Tourism Year 2025), and participate in EXPO 2025 Osaka, Kansai (from April to October 2025). These efforts aim to showcase Vietnam’s rich cultural heritage and stunning natural beauty to a global audience and solidify its position as a leading tourist destination.

Besides, Vietnam’s tourism industry plans to attend major international travel fairs in 2025, including ITB Berlin, IMEX Frankfurt (Germany), WTM London (UK), FITUR (Spain), IFTM Top Resa (France), MITT (Russia), MATKA (Finland), ITB China (China), TITF (Taiwan, China), SITF (Korea), Tourism EXPO Japan (Japan), TRAVEX, ITB Singapore, AIME (Australia), IMEX America/Seatrade Cruise Global Miami (USA), SATTE/OTM (India), Arabian Travel Market (Dubai), etc. This strategic move aims to promote Vietnam’s diverse tourism offerings and connect with key players in the global travel market.

In 2024, tourism has been a bright spot in Vietnam’s economy. The number of international visitors to Vietnam is showing a positive growth trend, contributing to the achievement of the goal of welcoming over 25 million international tourists in 2025

“Tourism promotion has always been a key task, especially in the post COVID-19”, according to Mr. Nguyen Trung Khanh, Director General of the Vietnam National Administration of Tourism. It is important to reconnect with key markets, develop fresh and innovative tourism products, and entice past visitors to return. To achieve this, the Vietnam National Administration of Tourism will prioritize market research and data analysis, publishing monthly reports on international visitor trends to ensure their strategies are informed and effective.

Speaking at the tourism conference, Deputy Minister of Culture, Sports and Tourism – Mr. Ho An Phong requested that tourism promotion work in 2025 must continue to innovate and improve efficiency. “We must measure results and calculate the effectiveness of tourism promotion and advertising activities. Building on the success of this year’s film tourism promotion program in the United States, in 2025 Vietnam will welcome American filmmakers to survey and discuss filmmaking, thereby helping to promote the image of Vietnam abroad and attract more visitors”.
